Vere was born at Bacchus Marsh, VIC in 1889 to Charles Edward Dubout(1) and Alice Whitbourn. In 1913 Vere married May Hardman and they had two children, Geoffrey, born 1914 and Sidney, born 1916, died 1917. His wife May died in 1916 and after he returned from the War he married Ruth Burnett in 1918. Vere had a brother Sydney who is also remembered in the Avenue.

Vere was a farmer and gave his address as The Mount, Rowsley, VIC when he enlisted in the AIF on the 30th of August 1916, aged 26. He embarked aboard the HMAT A71 Nestor in late October with the 21st Reinforcements, 14th Battalion and disembarked at Plymouth, England in mid November.

In January 1917 Vere joined his unit in France, however ten days later he sprained his ankle and returned to England - he rejoined his unit in Belguim in July. Vere was gassed and suffered a gunshot wound to the left leg in October and was admitted to hospital in England. He was discharged from hospital to furlough in December before embarking for Australia aboard the Dunvegan Castle in March 1918, however he returned to Australia aboard the Tofua - suffering from tachycardia, in June and was discharged from the AIF in July - medically unfit.

He is listed on the Shire of Bacchus Marsh Roll of Honour and the Bacchus Marsh & District Roll of Honour.
