Percy was born at Bacchus Marsh, VIC in 1897 to William Herbert Moffatt(2) and Lily Maria Dannock. Percy had a brother, Harry and a brother-in-law, Harry Ruddick, who are also remembered in the Avenue.

Percy was a school teacher (3)(5) at Bacchus Marsh State School when he enlisted in the AIF, 8th Reinforcements, 3rd Division Signals Company on the 21st of October 1916, aged 19 years and 7 months - he had previously been a corporal in the Senior Cadets (4) and his parents permission was granted. After attending Signal School, where he was promoted to Acting Corporal, Percy embarked aboard the RMS Omrah in January 1917 as a Voyage Only Corporal, disembarking at Plymouth, England in March and reverted to the rank of Sapper.

In September 1917 Percy joined his unit in France and a month later was wounded in action - gassed. He was admitted to hospital for a month and rejoined his unit at the start of January 1918. In September Percy is granted three and a half weeks leave. July of 1919 saw Percy AWL for three days, for which he forfeited five days pay. A month later he embarked from England aboard the Main, returning to Australia in October and was discharged from the AIF in November.

Percy enlisted at Kyabram, VIC, in the Australian Army in 1941 - V92201 - and was discharged in 1942 as a private in the 3rd Garrison Battalion.

Percy died at Heidelberg, VIC, in 1981, aged 83.

He is listed on the Shire of Bacchus Marsh Roll of Honour, the Bacchus Marsh & District Roll of Honour and the Holy Trinity Church Roll of Honour.
