Keppel was born in Kent, England in 1885 to Keppel Arthur Turnour⁽³⁾ and Margaret Ann Wallace. Keppel had three brothers, Arthur, James and John, who are also remembered in the Avenue - another brother, Donald, also enlisted in the AIF.

Keppel was a dairy farmer at Cohuna, VIC - previously at Bacchus Marsh⁽⁴⁾ - when he enlisted at Swan Hill, VIC in the AIF on the 16^th of December 1915, aged 30. He was first allocated to the 24^th Battalion, then the Light Horse and finally the Australian Field Artillery. In August he was promoted to Acting Corporal and embarked three days later aboard the HMAT A15 Port Sydney with the 19^th Reinforcements, 2^nd Field Artillery Brigade.

After he disembarked at Plymouth in late October 1916 he marched in to the Australian Army Training Depot where he reverted to the ranks. In March 1917 he was with the No. 2 Command Depot, Weymouth and a month later was detached for duty with the Administration Headquarters. Keppel was admitted to hospital for a month in May, suffering from asthma. He was discharged to a week's leave before he marched in to No. 1 Command Depot, Persham Downs. He embarked for Australia aboard the Beltana in October, returning to Australia in December and was discharged from the AIF - medically unfit, asthma.

Keppel died at Caufield, VIC in 1946, aged 61.

He is listed on the Bacchus Marsh & District Roll of Honour and the Morrisons Tableland & District State School Honor Roll. All five brothers' as well as their father - who was a Recruiting Sergeant⁽³⁾ - are also listed.
